HELP tenants in a bad economy

I have run across a small 5,000s.f. 3 unit commercial retail building, the block and brick building is attractive, although a lot of deferred maintenance, sits right out on the street with 40,000 car going by a day, the 2nd highest traffic count in town. Presently it houses a Hardware Store which the owner is about ready to retire, so is the business. It has a Submarine Take Out Restaurant and it has a vacant space. The two business's there are on month to month leases
Parking is on the sides and in the rear and from the street it looks like very limited parking until you pull into the lot.
My question what type of tenants would you pursue in this economy and how would you do it?
