detroit cash flow home. Good or Bad?

I have a guy whol will sell 4 homes for $12,000 and all are rented and earning $500 on average. Is this good or no? I am a rookie and have always heard to pick location over anything but, this seems like a great deal as it would give me some extra cash. What do you thing?
